Abstract:

The paper addresses the issue of how the state guarantees the citizens’ access to information in the field of social protection of the population. The subject of the research is the key mechanisms that ensure the information openness of the social protection system. The purpose of the work was to identify the main problems that hamper the information accessibility of state authorities and local governments whose competence includes the issues of social protection and social service. The paper presents the results of an analysis of the legislative framework governing the legal relations in terms of ensuring people’s access to social information resources and examines the law enforcement practice. As a result of the study, conclusions were made about the need to maintain permanent and effective interrelations between social protection bodies and recipients of social services with the purpose to improve the efficiency and performance of the social protection system.

В статье рассматриваются вопросы реализации государственных гарантий доступа граждан к информации в области социальной защиты населения. Предмет исследования - основные механизмы реализации информационной открытости системы социальной защиты населения. Цель работы - выявление основных проблем, сдерживающих информационную доступность органов государственной власти и местного самоуправления, в компетенцию которых входят вопросы социальной защиты и социального обслуживания населения. В работе представлены результаты анализа законодательной базы, регулирующей правоотношения по обеспечению доступа граждан к информационным ресурсам социальной сферы, рассмотрена практика их реализации. В результате проведенного исследования были сделаны выводы о необходимости поддержании постоянной и действенной взаимосвязи органов социальной защиты и получателей социальных услуг с целью повышения эффективности и результативности системы социальной защиты населения.
