Abstract:

The paper examines the problems of the budgetary support of regional and municipal theaters in Russia as well as the differences in amounts of budget allocations to theaters. The budget funding of the theater arts means social investment in the human capital as the most important factor of economic growth. The resource endowment index indicates per capita budget allocations to theaters. The regression analysis method revealed the dependence of this index on the fiscal capacity and population density indices of a region. The type profiling of the Russian Federation subjects made it possible to determine relatively homogeneous groups of regions with similar conditions for the development of theatrical activities. It is found that the differences in amounts of budget allocations to theaters are mainly due to objective factors (natural and climatic conditions, etc.) and related problems of the availability of theatrical services (e. g. the organization of tours to remote and sparsely populated areas) as well as the uniqueness of individual theaters including their national and cultural characteristics. The best practices of leading regions in providing theaters with budget funds require generalization and application to other regions.

В статье рассматриваются проблемы бюджетной обеспеченности региональных и муниципальных театров России, различий в объемах бюджетных поступлений театрам. Бюджетное финансирование театрального искусства является социальными инвестициями в формирование человеческого капитала - важнейшего фактора экономического роста. В качестве показателя обеспеченности театров финансами рассматривается показатель «бюджетные поступления театрам на душу населения». Методом регрессионного анализа выявлена зависимость данного показателя от показателей уровня бюджетной обеспеченности региона и плотности его населения. Проведенная типологизация субъектов Российской Федерации позволила определить относительно однородные группы регионов со сходными условиями развития театральной деятельности. Выявлено, что различия в объемах бюджетных поступлений театрам объясняются в основном объективными факторами (например, природно-климатическими условиями) и связанными с ними проблемами обеспечения доступности театральных услуг (например, организация гастролей в отдаленные и малонаселенные районы), а также уникальностью отдельных театров, в том числе их национально-культурных особенностей. Лучшие практики регионов - лидеров в обеспечении бюджетными средствами театров требуют обобщения и применения в других регионах.
