Abstract:

The paper examines an approach to determining the management efficiency of the executive body of a state enterprise or an economic entity with state participation and the risks of poor management. The subject of the study is the key performance indicators (KPI) of management in the context of the risk-oriented approach. The purpose of the study was to establish an approach to determining the management KPI based on a comparison of the market value of an enterprise or a business company determined by cost and profit methods with account for possible management risks. The paper notes that the management effect is an intangible asset of an enterprise and as such must have its own valuation. It is suggested that to assess the risk of poor management, the difference between the value of an enterprise determined by the discounted cash flow method and the value determined by the net assets method should be taken as a general key indicator of the management effect for state-owned enterprises and business companies with state participation. The ratio between the annual management effect and management costs or the market value of a business determined by the net assets method can be adopted as a key indicator of relative management efficiency.

В статье рассматривается возможный подход к определению эффективности управления исполнительного органа государственного предприятия или хозяйственного общества с государственным участием и рисков некачественного управления. Предмет рассмотрения - ключевые показатели эффективности (КПЭ) управления в контексте риск-ориентированного подхода, цель работы - установление подхода к определению КПЭ управления, основанного на сравнении рыночной стоимости предприятия или хозяйственного общества, определенных затратным и доходным методами с учетом возможных рисков деятельности менеджмента предприятий. В статье отмечается, что эффект управления является нематериальным активом предприятия и должен иметь свою стоимостную оценку. Предлагается в качестве обобщающего ключевого показателя эффекта управления государственными предприятиями и хозяйственными обществами с государственным участием для оценки риска некачественного управления принимать разность между стоимостью предприятия, определенной методом дисконтированного денежного потока, и стоимостью, определенной методом чистых активов. В качестве ключевого показателя относительной эффективности управления может быть принято соотношение годового эффекта управления к затратам на управление или к рыночной стоимости бизнеса, определенного методом чистых активов.
