Abstract:

In the face of growing challenges and threats to the Russian economy, the differentiation of managerial knowledge by various aspects (corporate risk management, risk management, compliance, audit, anti-money laundering and combatting the financing of terrorism (AML/CFT), etc.) must be replaced by the management culture based on all the accumulated experience and practices of integrated risk management (risk-oriented approach - ROA) in order to improve the quality of life. The ROA, in conjunction with the scenario method, should become the key competence in the implementation of the regional government control (supervision) over the activities of legal entities and individual entrepreneurs and (or) production facilities in their use that are characterized by the following risk or hazard categories: extremely high, high, sufficiently high, medium and moderate. It is particularly important to introduce the proactive ROA in the high-tech sectors of the economy.

В статье показано, что в условиях нарастающих вызовов и угроз российской экономике актуален переход от дифференциации управленческих знаний по различным направлениям (управление рисками предприятия, риск-менеджмент, комплаенс, аудит, противодействие отмыванию доходов и финансированию терроризма, ПОД/ФТ и т. д.) к культуре управления на основе всего накопленного опыта и практики применения риск-ориентированного подхода (РОП) в целях повышения качества жизни. РОП в соединении со сценарным методом должен стать ключевой компетенцией при осуществлении государственного регионального контроля (надзора) за деятельностью юридических лиц и индивидуальных предпринимателей и (или) используемых ими производственных объектов с категорией риска или класса (категории) опасности: чрезвычайно высокого, высокого, значительного, среднего и умеренного. Особенно важно внедрение проактивного РОП в высокотехнологических отраслях экономики.
