Abstract:

The paper analyzes the dualism of the modern globalization expressed, primarily, by the economic process based on the world GDP internationalization and the policy of the developed monopolar global world dominated by an economic, military and, accordingly, political leader that unites satellite countries and allies in the implementation of a de facto monopolarity strategy. The modern collapse of the liberal stage of the world community development means the crisis of the “Enlightenment” and “Post-Industrial Development” projects along with the crisis of the trust in the liberal doctrine. The purpose of the research was to justify the duplicity of the globalization process. By the research findings it is concluded that in the modern world the role and significance of the state itself is growing and the effectiveness of its missions is increasing both in the external environment and within the country, therefore the understanding of the polycentrism theory based on the sovereignty of national states and the inviolability of the international law fundamentals needs revision and adjustment. The scope of application includes international economic relations, educational process and the use in the preparation of analytical materials for the government.

Цель статьи - анализ дуализма современной глобализации, выражающегося в экономическом процессе, основанном на интернационализации формирования мирового ВВП, и политики формирования монополярного глобального мира, где лидером выступает одна из крупнейших стран по экономическому, военному и соответственно политическому потенциалу, объединяющая вокруг себя страны-сателлиты, союзников и реализующая де факто стратегию монополярности. Современный крах либерального этапа развития мирового сообщества - это фактически кризис проектов «Просвещение», «Постиндустриальное развитие», а также доверия к либеральной доктрине. Задача исследования - обосновать двойственность содержания процесса глобализации. В результате исследования сделан вывод, что в современном мире возрастают роль и значимость государства, повышения эффективности исполнения им миссий как во внешней среде, так и внутри страны, становясь причиной корректировки понимания теории полицентризма, основанного на суверенности национальных государств и незыблемости основ международного права. Область применения результатов исследования - учебный процесс и подготовка аналитических материалов в правительство.
