Abstract:

The paper examines development of financial policies as an integral part of the economic policy in the works of Russian economists and specifics of its implementation in the period of market transformation. The subject of the study is the methodology for the formation of the conceptual principles of the financial policy and its implementation in practical activities. The purpose of the work was to identify the main financial and economic problems that hamper the process of the financial policy implementation and justify the need to strengthen its state control. The positions of the leading scientific schools are analyzed in the paper, which made it possible to identify the main reasons for the differences in approaches to the construction of the financial policy concept, justify the increasing role of the state in the policy implementation, and formulate measures for promotion of financial policy tools in business practices. It is concluded that the consistent implementation of the financial policy creates preconditions for enhancing the efficiency of the national financial system, but in the current situation of overcoming the consequences of the economic recession it is necessary to intensify activities for its implementation and strengthen the state regulation.

В статье рассматриваются направления разработки финансовой политики как составной части экономической политики в трудах российских ученых и особенности ее реализации в период рыночных преобразований. Предмет исследования - методология формирования концептуальных основ финансовой политики и ее осуществление в практической деятельности. Цели работы - выявление основных финансово-экономических проблем, сдерживающих процесс проведения финансовой политики, и обоснование необходимости усиления государственного регулирования. В статье проанализированы позиции ведущих научных школ, что позволило выявить основные причины различий в подходах к построению концепции финансовой политики, обосновать повышение роли государства в ее осуществлении, сформулировать меры по активизации инструментов финансовой политики в практике хозяйствования. Сделан вывод о том, что последовательное проведение финансовой политики создает предпосылки для повышения эффективности функционирования национальной финансовой системы, но в условиях преодоления последствий экономического спада необходима активизация действий по ее реализации и усилению государственного регулирования.
