Abstract:

The paper examines the theoretical aspects of an efficient debt policy at the subfederal level, reveals its economic substance and defines the goals, factors and directions of the efficient debt policy in regions, which is a matter of particular importance for the subjects of the Russian Federation with a high and structurally irrational public debt that creates problems of solvency and macroeconomic stability. The subject of the research is the debt policy of the Russian Federation subjects. The purpose of the research was is to substantiate the economic substance of an efficient public debt policy as well as its directions and principles and develop proposals to improve the effectiveness of a responsible debt policy of the Russian Federation subjects to ensure the implementation of long-term goals of social and economic development. It is concluded that a responsible, transparent and coordinated state debt policy is to be implemented along with other budgetary policies to ensure the sustainable social and economic development of a region. The principles of the efficient debt policy are disclosed. Measures are proposed to improve the efficiency of the state debt policy to be implemented by the subjects of the Russian Federation.

В статье рассмотрены теоретические аспекты эффективной долговой политики на субфедеральном уровне, раскрыто ее экономическое содержание, определены цели, факторы, направления эффективной долговой политики регионов, что особенно актуально для субъектов Российской Федерации в условиях высокого и нерационального по структуре уровня государственного долга, создающего для некоторых регионов проблемы платежеспособности и макроэкономической стабильности. Предмет исследования - долговая политика субъектов Российской Федерации. Цель исследования - обоснование экономического содержания эффективной государственной долговой политики; ее направлений и принципов и разработка предложений по повышению эффективности ответственной долговой политики субъектов Российской Федерации, обеспечивающей реализацию долгосрочных целей социально-экономического развития. Сделан вывод о необходимости проведения ответственной, прозрачной государственной долговой политики и ее согласования с другими направлениями бюджетной политики, обеспечивающими стабильное социально-экономическое развитие региона. Раскрыты принципы эффективной долговой политики. Предложены меры, позволяющие повысить эффективность государственной долговой политики, проводимой субъектами Российской Федерации.
