Abstract:

The subjects of the research are the structure and operation of an integrated information system of public finance management called the «Electronic Budget». The purpose of the work was to determine the key mechanisms for ensuring transparency, openness and accountability of activities of state bodies and local governments, federal and municipal institutions in the field of public finance management within the single information space framework. Based on the analysis of the structure and operation of the Electronic Budget system, it is concluded that the latter represents a single integrated platform for technological and service subsystems using uniform business processes, rules, reference information and a uniform technology for reflecting financial-economic activities of all participants of the budgeting process. Also the basic system performance criteria are defined and the key development trends are formulated.

Предметы исследования — построение и функционирование интегрированной информационной системы управления общественными финансами «Электронный бюджет». Цель работы — установление основных механизмов обеспечения прозрачности, открытости и подотчетности деятельности государственных органов и органов местного самоуправления, государственных и муниципальных учреждений в сфере управления общественными финансами в рамках формирования единого информационного пространства. На основе анализа состава, структуры и функционирования системы «Электронный бюджет» сделан вывод о том, что она представляет собой единую интеграционную платформу для технологических и сервисных подсистем с применением единых бизнес-процессов, правил, нормативно-справочной информации, унифицированной технологии отражения операций финансово-хозяйственной деятельности всех участников бюджетного процесса; определены основные критерии эффективности и сформулированы основные тенденции развития.
