Abstract:

The subject of research is the activities of state institutions aimed at the development of digital technologies in the economy and other spheres of society life, particularly intelligent technologies for decision support and making. The purpose of research was to determine the prospects for using intelligent technologies in the federal risk management system. In the context of the Quality of Life problem solution, an approach to creating a factor model of the problem domain of ensuring security and sustainable socio-economic development is shown. The model identifies 12 spheres combining 72 interrelated factors. Problems and threats to be solved and overcome in the process of development and wide promotion of intelligent information technologies in the practice of managing socio-economic systems are considered. It is concluded that intelligent systems used for managing socio-economic systems must undergo strict verification of not only their adequacy but also to expose possible user manipulation devices embedded in them.

Предмет исследования — деятельность государственных институтов в развитии цифровых технологий в экономике и других сферах жизнедеятельности общества, в частности, интеллектуальных технологий поддержки и принятия решений. Цель работы — определение перспектив использования интеллектуальных технологий в федеральной системе управления рисками. На примере решения задачи «Качество жизни» показан подход к созданию факторной модели предметной области обеспечения безопасности и устойчивого социально-экономического развития. В модели выделено 12 сфер, объединяющих 72 фактора в их взаимосвязи. Рассмотрены проблемы и угрозы, которые предстоит преодолеть в процессе развития и широкого распространения интеллектуальных информационных технологий в практике управления социально-экономическими системами. Сделан вывод, что интеллектуальные системы, используемые для управления социально-экономическими системами, должны проходить строгую верификацию не только по вопросам их адекватности, но и заложенности в них средств манипулирования пользователями.
