Abstract:

The subject of the research is the activity of sovereign funds as a tool of the budgetary policy ensuring the sustainability of the budget system and having a positive impact on the national currency rate. The relevance of the research is due, first, to the changing conditions, goals and tasks of establishing sovereign funds in the XXI century and, second, to the need to update approaches to coordination of the fiscal and monetary policies with account for modern macroeconomic challenges and shocks. The purpose of the research was to identify current trends in the development of sovereign funds and define the main areas for improving the mechanism for the formation of sovereign funds and making use of their money in Russia. Based on the analysis of the foreign and domestic experience in running sovereign funds, the paper reveals the stages and trends of their development. It also shows the changes in the conceptual approaches, sources and rules for the formation of sovereign funds and analyzes the prospects of their modernization. A special focus is placed on increasing the transparency of sovereign funds, in particular, Russian funds.The paper concludes that in order to achieve the strategic goals and tasks of the Russian National Wealth Fund it is necessary to develop a long-term development strategy for Russian sovereign funds. Besides, to reduce the dependence of the budget system revenues on the world market prices, parts of corporate tax revenues and PIT revenues can be transferred to the National Welfare Fund, which will make it possible to maintain the counter-cyclical nature of the budgetary policy.

Предмет исследования — деятельность суверенных фондов как инструмента реализации бюджетной политики, обеспечивающего устойчивость бюджетной системы и оказывающего положительное воздействие на курс национальной валюты. Актуальность исследования этой проблемы обусловлена, во-первых, изменением условий, целей и задач формирования суверенных фондов в XXI в.; во-вторых, необходимостью коррекции подходов к координации бюджетной и денежно-кредитной политики с учетом современных макроэкономических вызовов и шоков. Цели статьи — выявление современных тенденций развития суверенных фондов и на этой основе определение основных направлений совершенствования механизма формирования и использования средств суверенных фондов в России. На основе анализа зарубежного и отечественного опыта функционирования суверенных фондов в статье выявлены этапы и тенденции их развития. При этом показано, как изменились концептуальные подходы, источники и правила формирования суверенных фондов, проанализированы направления их модернизации. Отдельно рассмотрен вопрос о повышении прозрачности функционирования суверенных фондов, в том числе российских фондов. Сформулированные в статье тенденции позволили определить основные направления совершенствования механизма формирования, инвестирования и управления суверенными фондами как инструментами антициклической бюджетной политики. В статье сделан вывод о том, что для достижения стратегических целей и задач функционирования Фонда национального благосостояния в России необходимо разработать долгосрочную стратегию развития российских суверенных фондов, а для снижения зависимости доходов бюджетной системы от конъюнктуры цен на мировых рынках возможно перечисление части доходов от поступления налогов на прибыль организаций и доходов граждан в Фонд национального благосостояния, что позволит сохранить контрциклический характер бюджетной политики.
