Abstract:

The preservation of the national cultural heritage is a strategically important task currently faced by the Russian Federation. Traditional national handicrafts which are an important part of the national heritage are now on the edge of survival. The choice of topic is determined by the following factors: the urgency to support and develop this industry, the lack of investigation into theoretical and practical aspects as well as a special significance of this industry for the sustainable social and economic development of Russian regions.The paper presents the results of an analysis of existing approaches to defining the essence of traditional national handicrafts as well as assessing the economic situation in the industry as a whole. The author substantiates the need for government support of the development of traditional national handicrafts through targeted programs both at the federal and regional levels. The study estimates the volume and analyzes the structure of existing funding of regional programs aimed at supporting traditional national handicrafts. Moreover, it defines the mechanism for developing and implementing such programs as well as reveals the problems in this area.The results of the conducted analysis will help improve the efficiency of the organizational and economic mechanism designed to support national handicrafts.

Сохранение национального культурного наследия является стратегически важной задачей, стоящей в настоящее время перед Российской Федерацией. Народные художественные промыслы, которые составляют значимую часть национального наследия, находятся сейчас на грани выживания. Актуальность задачи поддержки и развития этой отрасли, недостаточная исследованность ее теоретических и практических аспектов, а также особая значимость для устойчивого социально-экономического развития регионов обусловили выбор темы.В статье приведены результаты анализа существующих подходов к определению сущности народных художественных промыслов, а также экономической ситуации в отрасли в целом. Обоснована объективная необходимость государственной поддержки развития народных художественных промыслов как на федеральном, так и на региональном уровне с помощью программно-целевого метода. Приводятся оценка объемов и анализ структуры финансирования существующих региональных целевых программ, направленных на поддержку народных художественных промыслов; охарактеризован механизм разработки и реализации таких программ, а также показаны проблемы, связанные с их разработкой и реализацией.Результаты проведенного автором анализа будут содействовать повышению эффективности построения организационно-экономического механизма поддержки народных художественных промыслов.
