Abstract: В статье представлен и проиллюстрирован на примере Новосибирского государственного университета методический подход к развитию информационной поддержки инновационных научных проектов университета, его исторические предпосылки и составные части. Основой внешней стороны подхода является системно-инновационного библиометрический анализ зарубежной и отечественной экономической и научно-технической литературы. Приведены методика и результаты анализ показателей публикационной активности для источников, представленных в Научной электронной библиотеке за периоды 1991—2005 гг. и 2006—2015 (апрель) гг. по отдельным словам и словосочетаниям, входящими в название статьи. Это анализ позволил дать количественные оценки движения университетов по векторам исследований и инновационности. В качестве внутренней стороны методического подхода предлагается система планирования, учета и контроля финансового обеспечения научной деятельности НГУ. Эта система детализирована с позиции исторических предпосылок, схем взаимодействия участников, основных документов и показателей, алгоритмов расчета затрат и программных средств. В качестве важного результата предложенного подхода рассматривается создание группы лабораторий НГУ под руководством ведущих мировых ученых. Даны краткие характеристики этих лабораторий. The article presents and illustrates by the example of the Novosibirsk State University a methodical approach to the development of information support of innovative research projects of the university, its historical background and their components. The basis of the externalside of the approach is the system-innovative bibliometric analysis of foreign and Russian economic, scientific and technical literature. The author provides the method and the results of analysis of publication activity indicators for the sources presented in the Scientific Electronic Library (www.elibrary.ru) for the period of 1991-2005 and 2006-2015 (April) years. This analysis includes the specific words and word combinations included in the article title. This analysis allowed us to give a quantitative evaluation of motion vectors for universities researches and innovations. The internal side of the methodical approach includes a special system of planning, accounting and control of financial support of scientific activities of the NSU. The description of the system contains the details of historical background, patterns of interaction of participants, key documents and indicators, algorithms for cost calculation, and software. The foundation of a group of laboratories in NSU under the supervision of the world's leading scientists is considered as an important result of the proposed approach. A brief description of these laboratories is given.
