Abstract: Рассматриваются проблемы социально-экономического развития Ямало-Ненецкого автономного округа. Выявлены направления приоритетного развития округа и потребности в инвестициях. Показано,что финансово-экономический кризис может существенно скорректировать реализацию крупномасштабных системообразующих проектов. Определена организационно-экономическая форма взаимодействия органов государственной власти, экологических общественных организаций и нефтегазодобывающих компаний в поиске компромисса – сведения к минимуму воздействия на природную среду и устранение нерационального использования всех ее компонентов.Рассматриваются риски реализации стратегии. Оценены экспортные риски проекта освоения газовых ресурсов Ямала в условиях переориентации европейской энергетики на другие газовые рынки. Показано, что отказ от реализации Программы Ямал приведет к столь значительным потерям доходов бюджета округа, что коренным образом потребует пересмотра всей региональной стратегии социально-экономического развития ЯНАО. Discusses the problems of socio-economic development of the Yamal-Nenets Autonomous district.Identified priority directions of development of the district and investment needs. It is shown that the economic and financial crisis may significantly affect the implementation of large-scale strategic projects. Defined organizational and economic form of interaction of public authorities, environmental NGOs and oil and gas companies in search of a compromise – minimize impact on the natural environment and the elimination of irrational use of all its components. Discusses the risks of the strategy. Estimated export risks of the project to develop the gas resources of the Yamal Peninsula in the context of refocusing energy to other European gas markets. It is shown that the failure of the implementation of the Programme Yamal will lead to such a significant loss of budget revenues of the district that fundamentally will require review of the entire regional strategy for socio-economic development of the region.
