Abstract: Дается описание сущности явления «фиаско рыночного механизма» (провалы рынка). Исследуются причины этого явления в виде положительных и отрицательных внешних эффектов (экстерналий) рыночной сделки (т. е. возникновения вреда / пользы прочим членам общества от сделки), указывается, что продаваемый товар носит характер общественного блага, т. е. пользование этим благом одним членом общества эквивалентно тому, что и прочие члены общества являются потребителями этого блага; либо о недостаточной конкуренции, в том числе о монополии, а также о высоком уровне коррупции в экономике страны. Раскрывается понятие «коррупция» через понятие «рента». Рассматриваются виды коррупционных деяний. Формулируется утверждение о том, что коррупция является важным аспектом фиаско рыночного механизма, зачастую являясь причиной провалов рынка. В статье этот факт раскрывается через рассмотрение совокупности схем влияния коррупции на снижение эффективности действия рыночного механизма. Показано, что коррупция имеет следующие негативные последствия: коррупционные издержки включаются в цены, деформируя механизм ценообразования; коррупция означает неравные условия для участников рынка; коррупционеры несправедливо вытесняют с рынка честных предпринимателей; коррупция развращает участников хозяйственной деятельности; эти причины коррупционных деяний имеют следствием замедление экономического развития страны, деформируют структуру общества, снижают уровень кадрового потенциала страны, замедляют темпы НТП, наносят урон общественной морали, снижают имидж страны. Излагается схема исследования коррупции методом деловых игр. По результатам проведенных игровых экспериментов формулируются основные положения концепции системы противодействия коррупции. The description of essence of the phenomenon of «fiasco of a market mechanism» (failures of the market) is given. It is investigated the reasons of this phenomenon in a look (and) positive and negative outer effects (eksternaliya) of the market transaction (i. e. emergence of harm / advantage to other members of society from the transaction), it is specified that the sold goods (would) have character of the public bene-fit, i.e. use of this benefit of one member of society is equivalent to that, as other members of society are consumers of this benefit; or (in) about the insufficient competition, including, about monopoly, and also about the high level of corruption in national economy. The concept «corruption», through the concept «rent» reveals. Types of corruption acts are considered. The statement that corruption is an important aspect of fiasco of a market mechanism is formulated, often being the reason of failures of the market. In article this fact is discovered through consideration of set of schemes of influence of corruption on de-crease in efficiency of operation of the market mechanism. It is shown that corruption has the following negative consequences: (a) corruption expenses join in the prices, deforming the pricing mechanism; (b) corruption means unequal conditions for participants of the market; (c) corrupt officials unfairly drive honest businessmen out of the market; (d) corruption corrupts participants of economic activity; (e) these reasons of corruption acts have a consequence delay of economic development of the country, deform structure o society, reduce the level of personnel capacity of the country, slow down rates of NTP, cause a lost to public morals, reduce image of the country. In article the scheme of research of corruption I stated by method of business games. By results of the made game experiments basic provisions of the concept of system of counteraction of corruption are formulated.
