Abstract: Структура экономики Новосибирской области характеризуется относительно низким уровнем создания добавленной стоимости, а технологическое отставание многих производств в сочетании с низким уровнем инновационной активности предприятий и организаций, слабым уровнем специализации и кооперации делают многие виды продукции и услуг неконкурентоспособными на глобальных рынках. Эти факторы в условиях снижения темпов экономического роста и возрастанием неопределенности и нестабильности внешней среды определяют необходимость разработки системы мониторинга и стимулирования регионального инновационного развития промышленности. Актуальность такой разработки определяется также стратегическими установками развития российской экономики, задаваемыми руководством страны, – это переход на новый технологический уклад, изменение структуры экономики, развитие импортозамещения, опережающее развитие территорий и, как следствие, экономический рост и повышение качества и уровня жизни населения. Иерархия системы регионального стратегического планирования строится в рамках концепции реиндустриализации. Реиндустриализация – это новая, поддержанная государством экономическая политика, направленная на обновление индустриально-технологической основы всей экономической системы, призванная обеспечить реализацию стратегических целей развития региона (Новосибирской области), определяя отраслевые и иные приоритеты поддержки промышленности и бизнеса, формируя принципы развития существующего промышленного и инновационного потенциала с ориентацией на кластерные структуры и полные технологические цепочки создания инновационных продуктов, обеспечивая преодоление инфраструктурных ограничений и формирование качественного делового климата. The structure of the economy of the Novosibirsk region is characterized by relatively low value added and technological backwardness of many industries combined with a low level of innovation activity of enterprises and organizations, low level of specialization and cooperation make many types of products and services uncompetitive in global markets. These factors in the face of declining economic growth and growing uncertainty and instability of the external environment determine the need to develop monitoring systems and the promotion of regional innovative development of the industry. The relevance of such development is defned as strategic installations of the development of the Russian economy, asked the leadership of the country is a transition to a new technological structure, the change of the economic structure, the development of import substitution, the rapid development of territories and as a consequence economic growth and improve the quality and living standards of the population. The hierarchy of the system of regional strategic planning is built in the framework of reindustrialization conceptiei. Reindustrialization – this is a new, state-supported, economic policy aimed at upgrading industrial and technological basis of the entire economic system, designed to ensure the realization of strategic development goals of the region (Novosibirsk region), determining sectoral and other priorities support industry and business, forming principles development of an existing industrial and innovative potential oriented cluster structure and complete the technological chain of creation of innovative products, providing overcoming infrastructure constraints and the establishment of a quality business climate.
