Abstract:

Retraction.The article deals with the problem of innovation and technological potential of the Russian economy and its influence on the global economic crisis. Analyzed historical overview of views on «industrial policy».The reasons of the destruction of morality of the Russian economy and the loss of stability and economic development. It is noted that for eight years has grown wealthier generation of top managers who are accustomed to «manage the growing prosperity» under greenhouse conditions, when all markets are growing, when there is no competition with strong rivals from abroad and do not need large investments in new technologies, when the population not interested in politics. In such elites have no experience of crisis management, necessary skills, they are not charged at a constant struggle hard. In Russia, a new economic strategy requires the creation of intelligent and moral economy. A major role in this work is given media. Justified, the fact that the current situation in Russia does not allow to create an innovative economy nor to the year 2020 or 2050-year.

Статья изъята.В статье рассматриваются проблема инновационно-технологического потенциала российской экономики и влияние его на мировой экономический кризис. Проанализирован исторический обзор взглядов на«формирование промышленной политики». Раскрываются причины разрушения нравственности российской эко-номики и потери устойчивости экономического развития. Отмечается, что за восемь благополучных лет выросло поколение топ-менеджеров, привыкших «управлять ростом благосостояния» в тепличных условиях, когда растутвсе рынки, когда нет конкуренции с более сильными соперниками из-за рубежа и не нужны крупные инвестиции в новые технологии, когда население не интересуется политикой. У такой элиты нет опыта антикризисного управления, необходимых умений, они не заряжены на нелегкую постоянную борьбу. В России новая экономическая стратегия требует создания умной и нравственной экономики. Большую роль в этой работе отводится СМИ. Обоснован тот факт, что сегодняшнее положение в России не позволит создать инновационную экономику ни к 2020, ни к 2050 году.
