PUBLIC POLICY IN THE DEVELOPMENT OF MUSSEL FARMING IN GALICIA: THE ROLE OF THE EUROPEAN UNION

Abstract: Today, mussel farming is commonly considered as strongly supported by the public sector. In order to ponder and test this asseveration this paper makes a historical revision of the role played by the public administration since the origins of this culture until current day. With this aim was established a systematization of the different subjects through which the mussel farming development was boosted. First of all a definition of these differents subjects was made, considering the activities in promoting aquaculture and, more concretely, mussel production. Three main functions were distinguished: planning and management, control and inspection and creation of social fixed assets. As a result, the important changes in the contribution of the public sector to the development of mussel farming due to the creation of the regional governments and the incorporation of Spain to the European Union vas verified.
