THE GALICIAN WIND ENERGY POLICY. AN ANALYSIS OF ITS DEVELOPMENT

Abstract: This paper describes the Wind Power Business Plans ("Plans Eólicos Empresariais"), the main instrument of the regulatory framework for the Galician wind power industry and analyzes its influence on the development of that industry. In particular, it studies several legal objectives such as installed capacity, global investments, investments in or with Galician firms and the promotion of industrial development. The paper concludes that wind energy has progressed enormously from 1995 to 2009, despite the fact that the energy and industrial policy objectives fixed by Xunta de Galicia have not been totally fulfilled.
