ESTADO DE DESARROLLO DEL SECTOR DE LA ENERGIA EOLICA EN GALICIA DESDE UNA PERSPECTIVA DE CLUSTER

Abstract: Las energías renovables constituyen una alternativa al modelo de desarrollo energético y económico imperante en la actualidad. Asimismo, estas fuentes energéticas pueden impulsar la diversificación productiva y la creación de empleo mediante el fomento de nuevas actividades industriales y de servicios vinculados a la explotación de estos recursos. No obstante, los efectos positivos en el tejido productivo no son inmediatos a la explotación de las fuentes de energía renovable, como sucede con la energía eólica en Galicia. La promoción de un clúster en el que se integren todas las cadenas de valor del sector eólico en esta región estimulará una serie de ventajas territoriales, como el incremento del empleo, la atracción de inversión extranjera o la generación de servicios especializados. De este modo, el diagnóstico del desarrollo del sector eólico gallego muestra una situación que se caracteriza por la falta de intensidad tecnológica y de especialización en gran parte de los segmentos. Por lo tanto, es necesaria la adopción de medidas correctivas que permitan que el sector se constituya en un sistema integrado.

Nowadays, renewable energies constitute an alternative to the current energy development model as well as the economic one. Moreover, these energy sources can boost the productive diversification and the generation of employment through the promotion of new industrial activities and services related to the operation of wind resources. However, the positive effects on the economy are not automatic when the operation sets in motion, such as the case of wind energy in Galicia. The promotion of a cluster, with all the value chains in the wind energy sector will encourage several regional advantages such as an employment growth, an increasing attraction of foreign direct investment or the generation of specialised services. The diagnosis of the Galician wind energy sector depicts a low-tech sector and a modest specialisation in various subsectors. Hence, it is necessary to adopt corrective policies which convert the sector to a whole system.
