EVALUACIÓN DE LAS POLÍTICAS ACTIVAS DE EMPLEO EN ANDALUCÍA

Abstract: El objetivo principal de esta investigación es la realización de un estudio comparativo de la eficiencia y productividad de las Políticas Activas de Empleo (PAE) desarrolladas en la Comunidad Autónoma de Andalucía durante el período 2006-2011 a través del modelo DEA y el índice de productividad de Malmsquist. Para su realización se han definido ocho DMU correspondiente a cada una de las provincias de la Comunidad. De esta manera se ha fijado la posición de cada una de ellas con respecto a la frontera de eficiencia. Los resultados arrojan diferencias significativas en el grado de eficiencia y productividad de cada DMU, las cuales son consecuencia de diferencias significativas en la realidad económica y social de cada una de las zonas objeto del estudio en cuanto a estructura económica, demográfica, social y de mercado de trabajo, evidenciando diferencias en la capacidad de generar empleo en cada uno de los territorios. El estudio se ha completado con un análisis de las relaciones entre variables territoriales, concluyendo con la necesidad de planificar y gestionar las PAE de acuerdo con las características endógenas de cada territorio.

The main objective of this research is to conduct a comparative study of the efficiency and productivity of the Active Employment Policies (SAPs) developed in Andalucia during the 2006-2011 period through the DEA model and the productivity index of Malmsquist. For its realization has targeted eight DMU corresponding to each of the provinces of the Community. Thus it was established the position of each with respect to the efficiency frontier. The results show significant differences in the efficiency and productivity of each DMU, ??which are due to significant differences in economic and social development of each of the areas studied reality in terms of economic structure, demographic, social and market working, showing differences in the capacity to generate employment in each of the territories. The study was completed with an analysis of relations between territorial variables, concluding with the need to plan and manage the PAE according to the endogenous characteristics of each territory.
