LA MOROSIDAD EN EL SECTOR LOCAL ESPAÑOL: FACTORES DE RIESGO Y PREVENCIÓN

Abstract: La creación del Fondo para la Financiación del Plan de Pago a Proveedores (2012-2013) y el control fiscal de los periodos de pago son dos medidas que pretenden reducir la morosidad pública. En este contexto, el objetivo del trabajo es evaluar las medidas anteriores y comprobar si las características políticas y el entorno económico influyen en los periodos de pago de los municipios españoles. Para ello, se realiza un análisis exploratorio y se aplica la metodología de datos de panel (2009-2014). Se contribuye en demostrar la eficacia de las políticas que combaten la morosidad y en analizar la liquidez municipal.

The constitution of Supplier Payment Plan (2012-2013) and the introduction of a fiscal rule that allows control the average payment periods, which are two policies for reducing late payment by public authorities. In this context, the aim of this paper is to check the effectiveness both policies and examining the influence of political features and economic environment over the period of payment of Spanish municipalities. In order to achieve the goal, it carries out an exploratory analysis and it is applied panel data techniques (2009-2014). The main contribution is demonstrate the effectiveness of public policies for combating late payments as well as gets insight the short-term financial position.
