Green hydrogen and decarbonization in Galicia: multilevel analysis of projects, drivers, and barriers to their development

Abstract: Green hydrogen is emerging as a key solution for decarbonizing hard-to-electrify sectors such as heavy industry and long-distance transport. Galicia, with abundant renewable resources, stands out as a strategic region in Spain’s and Europe’s green hydrogen agenda. This study analyzes 28 projects identified as of July 2024, assessing their progress and the factors influencing their development through a PESTEL and multi-level transition approach. Although the potential is significant, the sector remains in its early stages, with investments below initial projections and no operational projects yet. Key barriers include technological dependence, lack of infrastructure, and demand uncertainty. The study recommends promoting hydrogen valleys, strengthening collaboration across sectors, and addressing infrastructure gaps to accelerate Galicia’s energy transition.
