Abstract: We investigate the dynamics and the structure of Russian poverty during the period 1994-2005 in the context of the government socio-economic policy of poverty reduction. The development of effective programs for fighting poverty requires analysis of the successes and failures of past policies. The paper sheds light on poverty alleviation programs in Russia by analysing data for the period 1994-2005, covering both the period of deep socio-economic crisis and major economic resurgence. The trends in the depth and severity of poverty and income deficit for various socio-demographic groups are presented.
