Abstract: Fermín Caballero is an essential figure in the analysis of Spanish national politics in the 19th century. Born in 1800, his biography is strongly associated with the Spanish political conflict in the first part of the century. Active promoter of political reforms, he played a similar role with regard to the last European theoretical and academic advances in geography and statistics. Among his conspicuous publications, Fomento de la población rural [Fostering rural population] stands out. In this book he reflected both his academic knowledge and his experience in political management. In Fomento Caballero developed the concept of «coto redondo acasarado» [enclosed farmstead], which inspired the agrarian settlement policies in the last part of the 19th century.
