Abstract:
Entrepreneurship is a complex and ambiguous category. It is the fourth factor of production, a complex personal competence, a process associated with entrepreneurial management. Enterprising should refer not be only to entrepreneurs and enterprises, but also to employees, culture and society. Also, the development of entrepreneurship should be performed in different places and at different levels. P.F. Drucker argued that in the times of crisis, a welfare state is likely to be replaced by a public enterprise. If so, this will imply a learning enterprise on a mass scale.
