Abstract: The research team of the Regional Development Agency from Starachowice carried out a research in 86 municipalities in the œwiêtokrzyskie voivodeship. The team focused on the social communication and participation relating to the quality of public services provided by the local government. Morawica has the best public services (51,61%). The next best results were those of the Mas³ów and Bieliny communities (49,87%). In the contemporary conditions the local authorities use management methods to improve the functioning of the community. The particular importance is put on the planning, organizing and leadership. Nowadays, the correct functioning of the local authorities depends more and more on the appropriate relations with enterprises, business support organizations, research and scientific centers, competent state authorities and banks.
