Abstract: This article analyzes the conflict in the city council. It is about urban-rural commune, inhabited by less than 20.000 inhabitants. The local government has been treated here as a culture (analyzed using an ethnographic method, rooted in the interpretative paradigm of organizational theory) and organization, which may be and should be effectively managed (according the idea of New Public Management). However, management of the municipality is more difficult than it seems. According the Morgan's metaphor of organization as a political system, it is a coalition consisting of the coalition. After a brief theoretical introduction, based on nonparticipating observation, the reader is to study the manifestations of conflict. The purpose of the interviews is to show the causes of the conflict and the sources of power of conflicting groups. The result of the research is to create a model of a political cycle in the municipality, where a particularly great role is played by the social context and the nature of the organization.
