Abstract:
The need to evaluate efficiency of decision-making in health care is obvious. Sometimes a trade-off between treating patients and operating in profit-oriented commercial markets can be a challenge for both the entities providing medical services and the Payer, who aims to optimize resource allocation due to its limitations. The aim of this paper is to present the results of the research on evaluation of technical efficiency of health care entities in Poland in 1999-2009 for hospitals of general care. For the purposes of the paper, non-parametric Data Envelopment Analysis method has been applied. Calculations were based on a variable return-of-scale model, oriented on health care facilities costs minimization due to inputs' reduction. Suitable statistical database has been constructed for research purpose in accordance with the Statistical Bulletins of the Ministry of Health for 1999-2009. Outcomes of DEA are presented on the regional level. As a summary of the research, the final evaluation of technical efficiency has been conducted using the spatio-temporal approach. The obtained results may be useful for creating a regional health care policy.
