Abstract:
For several decades now, Moroccan public authorities have been attempting to contain the growth in urban motorized traffic by improving the performance of the public transport system. The idea behind these improvements is frequently to make public transport competitive with the car. The implementation of the first Tram in Casablanca (the economic capital of Morocco) is one of the measures taken to achieve this objective. However, any public projects are initiated in order to produce benefits for the users and owners, and project governance framework is recognized as a critical factor for success in project delivery. It sets rules to help public bodies meet the challenges involved in planning and carrying out projects. The purpose of this paper is to analyze the governance framework of the first Tram-line project. The project governance is analysed by determining its relationship with project management and project life-cycle.
