Abstract: Human resource is considered to be the most valuable resource in the knowledge society. Therefore the whole education system acquires an increased importance because of its task of forming this kind of resource. On the other hand, a characteristic of these times is globalization. A possible response of universities around the world to this requirement may be found in the form of university consortiums.
