Abstract: Legislation setting up a political party has evolved in the post-communist period, from a set of minimum provisions regarding registration of parties to a number of restrictive rules meant to reduce the number of competing political actors. The number of members required for the establishment of a party rose from 251 in 1989 to 10,000 in 1996 and 25,000 in 2003, and the last legislative change in 2015 fell to three.
