Abstract: Bulgaria reached the highest economic growth from the EU Member States in the years before the economic crisis. However, this growth did not lead to positive structural changes in the Bulgarian economy and did not respond to the requirements of the EU Strategy 2020, which highlights smart, sustainable and inclusive growth. Basing on the requirements of the Europe 2020 Strategy, the article identifies some major difficulties that Bulgaria will face implementating this strategy. On this background it consideres the advantages and opportunities that business incubators’ programs provide to overcome these difficulties and specific problems that might be solved with the support of business incubators.
