EFFECTS OF OPEN E-GOVERNMENT ON DEMOCRACY: A PUBLIC VALUE PERSPECTIVE

Anton Gerunov

Yearbook of the Faculty of Economics and Business Administration, Sofia University, 2020, vol. 19, issue 1, 31-40

Abstract: One of the key aspects through which open e-government generates public value is through its ability to engender procedural utility for citizens. E-participation is thus expected to have benign outcomes on the democratic environment in a country by providing transparency, citizen participation and inclusive decision-making through digital means. The short paper tackles this issue by empirically testing the connection between e-participation and measures of democratic efficiency. The results obtained underline a robust link between the two, showing that the digital transformation of the public sector reinforces citizen rights.
