Abstract: At the moment, Russia is taking serious measures to create an innovative market, allocated substantial financial resources. Through built-in «an innovative lift» development institutions, the state seeks to create an attractive environment for innovation in the country. But for this it is necessary to solve many problems. Some of them we propose to solve by embedding an organizing institute - a venture operator.
