Hot reform: what to expect from transformations in heating

Abstract: Russian heating is in a transition stage to the new system of tariff regulation. There is an opinion that existing system of tariff regulation is one of the main reasons of the sector’s problems. Last times different approaches to tariff design were taking into account for solving such problems on governmental level. The key challenge for regulator of district heating is choosing the best way of tariff regulation, because chosen methods give different results.
