Bir Geçiş Ekonomisi Olarak Kırgızistan’ın Dış Borçlarının Sürdürebilirliği

Abstract: Resources (external sources, external savings) gathered from other countries carries out two major functions from the point of country which utilizes those sources. First one is a function to cover the gap in savings; second one is a function to cover the gap in foreign exchange. Looking at the issue from the perspective of developing countries which exerted striving efforts towards development it may be revealed that both functions of external sources are also important. In this paper, “foreign debts” which constitutes a major portion in overall external sources both in Kyrgyzstan and in many developing countries will be tackled and Kyrgyzstan’s foreign debt progresses from transition period to present will be put forward. Besides, an econometric method will be applied as directed towards measuring the country’s long term debt solvency. Within this frame, the sustainability of Kyrgyzstan’s foreign debts will be analyzed through the execution of certain “unit root” and “cointegration” tests.
