Abstract:
Implementations’ of performance measurements and the usage of these measurements in local governments have become more significant. Performance rating contributes to managers and local governments on the issues such as activating the process of decision making, improving performance and the public services, expanding accountability, enhancing budget process and public communication and the participation of citizens/clients. In this study, fiscal performance of municipalities was analyzed using data from Isparta, Afyon, Kütahya local governments for 2002, 2003 and 2004. First, brief information is given about the Project of Performance Rating in the Municipalities (BEPER) and then twenty criteria have been adapted in the evaluation of fiscal performance of municipalities within BEPER. These 20 criteria grouped under 3 categories: general fiscal indicators, revenue and expenditure. Finally, A fiscal performance evaluation was performed from the obtained results.
