Abstract:
Flexicurity is a concept directed to the flexibility quests of employees and in return, aiming to meet security needs of employers and thus necessitating an agreement between social sides. Although in labor market, flexibility and security stand as two opposite concepts, within the scope of flexicurity term, it is viewed as a medium ensuring harmony between social sides. In implementing flexicurity, simultaneous with flexibility arrangements, there are three elements on the agenda such as employment and income security provision, actualizing this provision after settling an agreement between parties and protecting poor or disadvantaged groups inside or outside labor market. In EU Joint Employment Report it has been projected that flexicurity shall be activated through new regulations on laws, active labor market policies, education and social security system. Accordingly, within EU, due to the differences in economic, social conditions and social politics mediums and resources of countries, they shall inevitably perform a variety of combinations. It has been observed that by making different combinations with income, job and employment securities with various models such as internal, external, quantitative and functional flexibility forms, flexicurity is implemented in different ways throughout Denmark, Holland, Belgium and Germany.
