Abstract:
Credit Rating Agencies (CRAs) and particularly sovereign ratings issued by those agencies that are widely used in international capital markets have been exposed to increasing criticism during and after almost every financial crisis. Many international authorities proposed new frameworks for the regulation and supervision of the credit rating sector, whereby, many countries have taken various steps in this respect. A large body of academic studies has been rising series critics about the methodologies, statistical techniques used by CRAs and forecasting accuracies of the grades and ratings issued by those agencies. This study aims to cover the fundamental problems seen in sovereign rating methodologies in a broad perspective and the main criticism directed to the CRAs. The study displays and classifies the problem and shortcomings in sovereign rating which has been increasingly important issue with globalization of financial markets in recent years. It unfolds new international attempts to arrange, restructure and regulate the sovereign rating sector particularly after the 2007-2009 financial crisis which is erupted in the US and spilled all over the World.
