Abstract: The process of migration which started to increase in 1960s and showed its effect through the following years not only changed the formation of city populations and the regional conditions, but also led to important results in terms of economic and social development of inmigration and out-migration provinces and regions in Turkey. However, the regional development policies applied in Turkey in these years were not successful and after 1980s new policies with different content and method also could not reduce the existing inequalities; therefore, vital economic problems for the society, the most important of which is unemployment, could not be overcome. This study considers the differences in unemployment rates both in the city level and in the region level, and analyzes the relationship between migration and unemployment. The analysis uses the rates of unemployment and the figures of population and migration on the NUTS II level (sub-regional level) and NUTS III level (provinces level). The study emphasizes that the correlation relationship that materialized from high unemployment regions to low unemployment regions in 2000 has reversed in 2008 because of huge increases in the rate of unemployment, and the movement of migration has slowed down because of the fact that the unemployment is virtually everywhere.
