Abstract: In accordance with China's transformation from a planned economy to a market economy, a new method for modeling the complex economic system is formulated. Manpower requirements from 1994 to 2000 in the Liaoning province are predicted using the model. Optimal decisions for manpower training are also proposed. Copyright Kluwer Academic Publishers 1999
