Abstract: Zusammenfassung Initiiert durch das Scheveninger Memorandum hat Eurostat eine Task Force Big Data aufgebaut, die Aktivitäten der Arbeitsgruppe Big Data des Europäischen Statistischen Systems koordiniert. Hierzu erarbeitete die Arbeitsgruppe einen Maßnahmenplan, der im Juni 2014 vom Ausschuss für das Europäische Statistische System (AESS) angenommen wurde. Der Maßnahmenplan benennt kurz-, mittel- und langfristige Ziele im Hinblick auf die Integration von Big Data als zusätzliche Quelle für die amtliche Statistik. Er ist Teil des ESS Vision 2020 des Europäischen Statistischen Systems zur Modernisierung der amtlichen Statistik. Die Umsetzung der kurz- und mittelfristigen Ziele des Big Data Maßnahmenplans erfolgt im Rahmen des „Vision Implementing Projects“ (VIP) BIGD. Kern des Maßnahmenplans ist die Durchführung einer Reihe von Pilotprojekten, die das Potenzial einzelner Big Data Quellen für die amtliche Statistik analysieren soll. Die Projekte werden von einem Konsortium von statistischen Ämtern, sog. ESSnets durchgeführt und von der Europäischen Kommission finanziell unterstützt. Flankiert werden die Pilotprojekte von einer Reihe von Maßnahmen zur Analyse der Rahmenbedingungen einer Nutzung von Big Data, wie gesetzliche Grundlagen, ethische Grundsätze, Kompetenzanforderungen und Kommunikation. Die konkrete Umsetzung hat im Jahre 2016 begonnen und wird bis Ende 2019 andauern. Langfristiges Ziel des Maßnahmenplans Big Data ist die Integration von Big Data in das Portfolio des Europäischen Statistischen Systems. Es besteht eine enge Zusammenarbeit mit entsprechenden Projekten zu Big Data für die amtliche Statistik auf UN Ebene. Zusätzlich existieren Initiativen zur Nutzung von Big Data für politische Entscheidungsprozesse innerhalb der Europäischen Kommission und bei Eurostat.
