Abstract:
Frequently user from economy have other demands regarding census data than the scientific community and the official statistics. However, the most important request cannot be addressed to the census itself but to the user and producer of the census data only. They should convince legislators and communities to establish the legal, personal and factual conditions for a permanent improvement of the quality of the population registers since the quality of a register-based census stands and falls with their quality. The key requests to a census are: area-wide samples to complete small-scaled territorial classifications by current census data, more finely regional samples in big cities to measure the proportion of foreigners, renunciation of generating households of people living together at the same address and instead indicating private households as result of sample surveys.
