Abstract:
Abstract At present, China is actively piloting the construction of “zero-waste city”. Aiming at the decision-making problem in the selection of pilot cities for the construction of “zero-waste city”, this paper proposed a multi-source heterogeneous multi-attribute decision-making model based on a two-tuple grey relational bidirectional projection (TT-GRBP) method. Firstly, based on the theoretical support of sustainable development, a comprehensive evaluation index system for “zero-waste city” was constructed with four aspects, i.e. economic level, environmental pollution, resource consumption, and waste utilization which includes 13 secondary indexes. Secondly, considering the index values have the characteristics of multi-source heterogeneity (the real numbers, fuzzy language variables, and interval numbers coexist simultaneously), the multi-source heterogeneous data were uniformly converted into 2 tuples. Considering the variability and correlation of indexes, a two-tuple criteria importance though intercriteria correlation (TT-CRITIC) method was proposed to determine the index weights. Thirdly, combining the grey relational analysis with projection ideas, a TT-GRBP method was proposed to make the selection decision-making of “zero-waste city”. Finally, an empirical analysis was carried out on the “zero-waste city” selection for the 39 cities of Yangtze River Economic Zone in China. According to the ranking results, some suggestions and reform directions for the construction and development of “zero-waste city” were provided from economic, environmental, and social aspects.
