Abstract:
Abstract This article is aimed at developing a target SAP-LAP model for the sustainable development of Russian universities in the Decade of Science and Technologies. To achieve this, we used the methods of trend analysis and correlation analysis of the flexibility and sustainability of Russian universities in 2013–2022. The key question of the paper is how important flexibility is for the achievement of sustainability of Russian universities, and by which tools of change management the required flexibility of Russian universities can be achieved. The contribution to the existing body of knowledge on university management is that the authors proved that flexibility is a source of sustainable development of Russian universities in the Decade of Science and Technologies. This contribution was achieved through the use of the SAP-LAP modeling method, which allows proposing recommendations that adapt to the changing context of Russian universities as dynamic systems. As a result, it is concluded that the Decade of Science and Technologies is a special context for Russian universities’ sustainable development. In this context, the sustainability, responsibility and flexibility of Russian universities differ from international patterns. It is advisable to study Russia’s system of science and higher education as a dynamic system to most accurately determine and manage the sustainability of Russian universities. The theoretical importance of this paper’s results is that they clarified the cause-and-effect links of flexibility and sustainability of Russian universities. The practical importance of the article is that the offered target SAP-LAP model of sustainable development of Russian universities in the Decade of Science and Technologies will maximize their flexibility for the most complete manifestation of their responsibility to the economy for the personnel and technological support of digital modernization and innovative development of Russia.
