Abstract:
Abstract The World Bank’s B-Ready framework addresses the limitations of past business environment assessments by incorporating regulatory design, public service outcomes, and firm-level data. This study examines how B-Ready enhances analysis of global competitiveness by including digital governance, environmental permitting, and gender considerations. Key findings include: (1) B-Ready captures the “implementation gap” through expert surveys and enforcement cost data; (2) it aligns with emerging governance trends and assesses their impact on firm competitiveness; and (3) despite progress in lower-income economies, weak governance and service delivery still hinder competitiveness. The study advocates a dual-track reform strategy—combining short-term regulatory changes with long-term public service improvements and digital, sustainable development goals. B-Ready offers a more transparent and inclusive tool for evaluating government effectiveness and economic growth.
