Abstract: Abstract The worldwide usage of Cloud computing by billions of users in a variety of public and private domains has attracted tremendous attention from various cloud service providers (CSPs) to fulfill the demands of different Cloud users. A number of challenges such as migration of data from one Cloud to another, dynamic demand handing of Cloud resources, and allocation of suitable Cloud to the Cloud users are the key challenges of Cloud computing that can reduce the computing capabilities offered by the Cloud. The popularity of the Cloud has also increased the competition among different CSPs. Different CSPs offer services at completely different prices with a wide variety of options, where one CSP offers a cheaper price for processors but are expensive for storage and vice-versa. In this work, to improve the quality of service experience of Cloud users and overcome the challenge of choosing a suitable Cloud to meet the budget-friendly Cloud resources for users in different applications, a multi-criteria-based Cloud selection framework is proposed using a dual membership function-based fuzzy technique. The proposed model of the framework uses various parameters such as cost, capacity, performance, security, and maintenance to evaluate the ranking of different Cloud service providers based on their rank values. The simulation process reveals the potential outcome of the proposed model and shows the effectiveness of the adoption of Cloud in different decision-making problems.
