Abstract: Abstract In order to meet the requirements of transmission and distribution tariff reform and improve the level of operation and maintenance (O&M) effectiveness, the DPSIR model is used to analyze the factors affecting the O&M effectiveness from five aspects, including driving force, pressure, state, influence and response, to construct the evaluation index system of the O&M effectiveness level. The CRITIC method and Grey-DEMATEL method are used to calculate the subjective and objective weights of the indicators, and the optimal combination of weights is derived according to the principle of minimum discriminatory information. The results show that the indicators that have a greater impact on the O&M effectiveness include equipment newness rate, O&M strategy, average running time of equipment, customer satisfaction, etc., and the indicators that have a lesser impact include urbanization rate, gross regional product, population size, and industrial added value. Finally, according to the O&M situation of each company, the value of each indicator is derived. Combining with the comprehensive weights, the O&M effectiveness level of each company can be calculated. Through empirical analysis, the feasibility of the evaluation method is verified, which provides an effective reference for the evaluation of power grid O&M effectiveness.
