Abstract: Regions with biotechnology-specific knowledge seem to have best chances to attract potential entrepreneurs to establish a biotechnology-firm. The BioRegio contest (BRC) aims to stimulate the creation process of biotechnology clusters in these regions. The multivariate analysis shows that BRC participating regions attract significant more new biotech-firms than non-participating regions. The finding does not allow to conclude, however, that participation at the contest is responsible for the result. Our empirical analyses point out remarkable difficulties to address this question. Most interesting, BRC winning regions do not outper-form other BRC participating regions with respect to the number of newly founded biotech-firms. We conclude that certification as winner and exclusive financial support do not matter. Further, our estimation results point out that public research institutes are a crucial resource to produce and attract biotech-entrepreneurs. Copyright Springer-Verlag 2006
