Planning for power: frame production in an environmental conflict over the siting of a high-voltage transmission line

Abstract:
This study examines the frame production and framing activities of different actors in the environmental conflict over building 63 miles of new high-voltage transmission lines. Frame production is examined through interviews, analysis of documents, media articles, and personal observations. We use a content analysis of the news media articles leading up to a key decision point in the case to illustrate the endpoint of the frame production process. We employ the media standing metric developed by Gamson ( 2005 ) to measure the prominence of the frames in the media and the associated standing of the frames’ sponsors. We situate our framing analysis in the context of social and economic power, paying particular attention to the framing activities and resources of the sponsors in the frame production process starting several years before the permit application in the case study was filed. The findings contribute to the understanding of the importance of early framing and economic and political power in winning framing contests. Copyright AESS 2013
